They're given a set of fiscal and material constraints, and within those constraints they come up with the best plan they can. But if the best plan doesn't result in clean streets four days after a relatively minor storm, it's time to consider spending the money necessary to get a new plan. Al: I have no idea if he's interested in running again, but there seems to be a lot of personal enmity between Soglin and the current mayor (and also with the PD wing of the council).
